How to Pay Pag-IBIG Contributions for Filipinos in Malaysia

To give more hard-working Filipinos the opportunity to buy their dream homes and to save money for retirement, the Home Development Mutual Fund (HDMF), a.k.a. Pag-IBIG Fund, expanded its membership to overseas Filipino workers (OFWs) through Republic Act No. 9679. As for Filipino immigrants, permanent residents, and naturalized citizens abroad — membership in Pag-IBIG is voluntary.

In Malaysia, OFWs can access Pag-IBIG Fund services through the Migrant Workers Office (MWO) in Kuala Lumpur and also through the Virtual Pag-IBIG digital platforms. When it comes to paying contributions, they can pay via “over the counter” and online methods.

Malaysia OFW’s Guide to Paying Pag-IBIG Contributions

Before anything else, let’s have a quick look at Pag-IBIG and the different services it offers to its members:

What is Pag-IBIG?

The Home Development Mutual Fund (HDMF) or Pag-IBIG Fund is a state-owned corporation that provides housing loans and savings programs to Filipino workers. It is managed by the Philippine Department of Human Settlements and Urban Development (DHSUD). Notably, the acronym Pag-IBIG stands for “Pagtutulungan sa kinabukasan: Ikaw, Bangko, Industriya, at Gobyerno.”

As mentioned earlier, Pag-IBIG Fund services are available to OFWs in Malaysia through the Migrant Workers Office (MWO) in Kuala Lumpur. From time to time, the MWO conducts outreach programs with the Philippine Embassy, providing various services to OFWs in different parts of the country. These services include passport renewal, notarial services, voting registration, contract verification, welfare assistance, Pag-IBIG Fund services, and many more.

In addition, there’s a Pag-IBIG Fund Team based in Manila that caters specifically to Filipinos in Malaysia. The team offers personalized services to OFWs who would like to buy property in the Philippines, join the savings program, or avail of other benefits.

Vision and Mission

According to its official website, the Pag-IBIG Fund envisions “every Filipino worker to save with Pag-IBIG Fund, to achieve their dream of home ownership, and to improve their quality of life.”

Correspondingly, the mission of Pag-IBIG is “to generate more savings from more Filipino workers, to administer a sustainable Fund with integrity, sound financial principles, and with social responsibility, and to provide accessible funds for housing of every member.”

Programs and Benefits

To its members, Pag-IBIG offers savings programs, housing loans, and other benefits, as follows:

Pag-Ibig 1 Savings Program

Also known as the “regular savings” program of Pag-IBIG, this program is where a member’s monthly contribution (i.e. PHP 200 a month) goes. The great thing about this program is that is offers higher annual dividends compared to commercial banks. When the member retires, he/she will receive the Total Accumulated Value (TAV), which includes his/her monthly savings, the employer’s counterpart (if applicable), plus dividend earnings.

Modified Pag-IBIG 2 (MP2) Savings

If the member wants to earn even more, he/she should join the Modified Pag-IBIG 2 (MP2) Savings Program. For a minimum amount of only PHP 500 a month, he/she can save money in the MP2 account, watch it grow, and withdraw his/her savings after a five-year maturity period.

Housing Loan

This loan amounts to up to PHP 6 million, which the member can use to buy a house, buy a house and lot, build a home, or improve a home. He/She can also use it to refinance an existing housing loan, or finance a combination of different housing purposes.

Multi-Purpose Loan (MPL)

The Multi-Purpose Loan (MPL) amounts to up to 80 percent of a member’s regular savings with Pag-IBIG, payable over a two-year period. As the name implies, the MPL can be used for a variety of purposes, such as home improvements, school tuition, or additional capital for small businesses.

Health and Education Loan Programs (HELPs)

Similar to the MPL, this loan offers up to 80 percent of members’ regular savings. It is designed to help finance health and education-related expenses. For this type of loan, funds are credited directly to the hospital or school concerned — for faster processing.

Calamity Loan

The Calamity Loan is designed to help members recover financially from the effects of calamities such as typhoons, floods, or earthquakes. Members can loan amounts up to 80 percent of their regular savings, payable over two (2) or three (3) years.
